Earl Wayne Morton pleaded guilty to three counts of mail fraud in connection with the sale of three cars with altered odometer readings. See 18 U.S.C. § 1341 (1988). After Morton's car dealership purchased these cars, Morton rolled back the odometers and sold the cars at his car auction. In exchange for Morton's plea, the Government dismissed other counts against Morton, including a conspiracy count involving over 300 cars with altered...
