In November 1990, the State of Louisiana, Department of Social Services (DSS), filed this petition to establish paternity in the First Judicial District Court pursuant to LSA-R.S. 46:236.1(F), et seq. and LSA-R.S. 9:396 et seq. Believing that the Caddo Parish Juvenile Court had exclusive jurisdiction, the alleged biological father filed a declinatory exception of lack of subject matter jurisdiction.
