This appeal follows a ruling by the circuit court which found two Kansas City employees wrongfully discharged when their department was reorganized and they failed to pass entry level tests required of new employees in the reorganized department. The Kansas City Personnel Appeals Board, which was created by city charter to handle personnel grievances, found the employees properly discharged.
