This appeal concerns the scope of the exclusionary rule. Following arrest on narcotics charges on March 16, 1990, Carlos Varela made incriminating statements concerning himself and others who were allegedly involved in cocaine trafficking. These statements were subsequently suppressed as the fruit of an arrest without probable cause and, in response to a government motion, the indictment against Varela was dismissed.
