The parties were divorced in 1985. The father was ordered, among other things, to pay $400 in monthly child support.

In March 1991 the mother filed a complaint alleging that the father failed to comply with the child support provision of the divorce decree. Following oral proceedings, the trial court modified the decree, applied the child support guidelines, and ordered the father to pay $450 per month in child support...
