OPINION

CUMMINGS, Justice.

Herman Bell appeals the granting of a summary judgment in favor of the City of Waco, the Sanger Heights Neighborhood Association, and William Falco. We affirm.

On January 5, 1990, Bell filed suit against the City of Waco, the Sanger Heights Neighborhood Association, Durward Ringo, and William Falco. In his first amended petition, Bell alleged: (1) that his property was wrongfully and unjustly
