Petitioner, Burt A. Gottfredson, appeals from an order of the Utah State Retirement Board dismissing his petition to withdraw his retirement application. Petitioner presents several issues on appeal, of which we consider two:1 (1) whether the Board erred in its interpretation of Utah Code Ann. § 49-1-603(1) (Supp.1990), and (2) whether the Board had an affirmative duty to inform petitioner of proposed...
