Appellant Charles E. Rehal, Jr. served as a patrolman with the Salem, Massachusetts Police Department from January of 1980 until his promotion to sergeant in December of 1983. His badge, however, did not remain untarnished for long, as on May 15, 1990, he was convicted by a jury on three narcotics related offenses.
