Friends of the Law and Bare Grass Roots (appellants) appeal a trial court order on a writ of certiorari affirming the King County Council's approval of General Western Corporation's (GWC) preliminary plat application. Appellants contend that the plat application was incomplete at the time the property was downzoned and, thus, was not vested under RCW 58.17.033. We affirm.
