In the spring of 1988, defendant, Ohio Department of Transportation ("ODOT"), let Project No. 361 (88) for bidding. The project required provision of all labor and materials necessary to repair and resurface a section of State Route 536 ("S.R. 536"), located in Belmont County, Ohio. Bids were to be submitted on or before May 24, 1988, and the date set for the completion of the project was August 31, 1988.
