On January 23, 1990, a Tuesday, at 5:00 P.M., appellant was observed through a one-way mirror by Detective Harvey Garry of the Port Authority Police for a period of about 10 minutes as she waited on line for a bus bound for Virginia. The detective testified that his attention was drawn by her youthful appearance and the fact that she was unaccompanied. He noticed that she was shifting nervously from one foot...
