"Operation Adobe," an undercover investigation into marijuana distribution in the Quad Cities area of Illinois and Iowa, resulted in the October 1989 indictments of eleven individuals, including the appellants in this case. The indictment alleged that these individuals conspired together to distribute marijuana, laundered drug proceeds, and failed to pay federal income taxes.
