Clarence Brown was convicted of distributing cocaine and participating with George Russell, his brother-in-law, in a conspiracy to distribute cocaine. The events leading to Brown's arrest, as well as those of George Russell and Lavetta Russell (George's sister, Brown's common-law wife, and the mother of Brown's son), began in early 1988.
