Luis Pavao, the appellant, pled guilty to a charge of impersonating a federal drug agent. 18 U.S.C. § 912. The district court found that Pavao's impersonation helped him to obtain money fraudulently from several victims. It therefore applied the Sentencing Guideline for fraud. U.S.S.G. § 2F1.1(a) (Base Offense Level 6). The court determined that Pavao's fraudulent behavior involved: (a) impersonation of a federal agent, § 2F1.1...
