The District of Columbia appeals a judgment of the district court requiring it to reimburse costs incurred by Mr. and Mrs. James Kerkam for the private education of their retarded son, Alexander. As we find that the district court did not give sufficient deference to the determinations of the District of Columbia hearing officer, and because the evidence presented at the hearings...
