OPINION AND ORDER OF A THREE-COMMISSIONER PANEL.

This cause came on to heard before this panel of three commissioners on June 20, 1990, upon the objection and notice of appeal filed by the applicant to the December 29, 1989 decision of the single commissioner.

Neither the applicant, Dennis L. Sipe, nor anyone on his behalf attended the hearing and the Attorney General's motion to waive oral argument was granted after he responded to questions from the panel...
