On April 28, 1989, a single commissioner determined that Ruby J. Highwarden met the jurisdictional requirements necessary to qualify as a claimant. Her claim was denied, however, pursuant to R.C. 2743.60(E), based on decedent Kimberly A. Wiseman's October 23, 1985 conviction for aggravated trafficking, a felony.
