On April 15, 1989, in Cuyahoga County, Ohio, the injured party, Billy R. Pettry, suffered personal injury as a result of an assault by Allan Baker. The applicant, Glenn Pettry, is the injured party's father.

The assault was reported to the Cleveland Police Department immediately after its occurrence.

Neither the applicant nor the injured party is related to, or an accomplice of, the offender.
