Frank's Livestock & Poultry Farm, Inc. (FLP) appeals from the judgment of the United States Claims Court, Frank's Livestock & Poultry Farm, Inc. v. United States, 17 Cl.Ct. 601 (1989), holding on summary judgment that it had failed to set forth a valid basis for money damages against the United States. We affirm.
