Terry Hart, then sheriff of Warren County, Illinois, fired Donald G. Breuer from his job as a deputy sheriff in December 1986. Breuer filed suit against Hart under 42 U.S.C. § 1983, contending that he had been terminated because he had exercised his constitutionally protected right of free speech.
