In this Bar disciplinary proceeding Respondent Dennis Downing and the Bar Association stipulated to facts, conclusions of law, and four years' suspension from the practice of law. Downing now requests that the court disapprove the agreed four-year suspension, and suggests that a public reprimand or a six-month to one-year suspension is more appropriate.
