Reginald S. Buckner was convicted of possession with intent to distribute 53 grams of cocaine base1 or "crack" in violation of 21 U.S.C. §§ 841(a)(1) and 841(b)(1)(A)(iii) and was sentenced under the United States Sentencing Guidelines to 250 months in federal prison. He appeals his sentence, claiming that the "100 to 1 ratio" of cocaine to cocaine base in the Guidelines, see Section 2D1.1...
