On February 3, 1988, the grand jury returned a two-count indictment against Jeffrey Skidmore. The first count charged him with possession of two kilograms of cocaine with intent to distribute, in violation of 21 U.S.C. § 841(a)(1), and the second count charged him with travelling in interstate commerce while engaged in an unlawful narcotic activity, in violation of 18 U.S.C. § 1952.
