Appellants, the State of Texas and City of Austin (collectively, "the City"), appeal from a judgment awarding appellees Westgate, Ltd., and its lienholders (collectively "Westgate") damages for both statutory condemnation of Westgate's property and as recovery on Westgate's inverse condemnation claim.
