This is a petition for review of a determination of the United States Railroad Retirement Board ("the Board") denying the application of a railroad car man for a total and permanent disability annuity under section 2(a)(1)(v) of the Railroad Retirement Act, 45 U.S.C. § 231a(a)(1)(v) (1982).
