On July 13, 1987, a United States Grand Jury sitting in the Northern District of Illinois returned a twenty-eight count indictment against eleven defendants for their participation in a worldwide arson and extortion ring. Thereafter, the grand jury returned a superseding indictment on February 1, 1988.
