For the third time, this court is called upon to review the legal proceedings arising out of a tragic accident in which an individual under a personal services contract with the Tennessee Valley Authority ("TVA") was killed while performing his duties at a TVA facility. After the accident, Maggie Bell Heathcoat, the widow and administratrix of the decedent's estate, brought a wrongful death action in state court against seven supervisors and staff specialists...
