Richard Street is an inmate at the Massachusetts Correctional Institution at Cedar Junction. On November 7, 1989, he filed a pro se, in forma pauperis complaint under 42 U.S.C. § 1983, alleging violations of his rights under the eighth and fourteenth amendments. Named as defendants were seven current and former state correctional officials. Before such defendants had submitted any responsive pleading, the district court dismissed Street's complaint...
