Plaintiff-appellant Joleewu, Ltd. sued the City of Austin in the district court of Travis County, Texas, seeking damages for inverse condemnation, fraud, breach of contract, and promissory estoppel. The City removed the case to federal court and moved for dismissal of all claims under Fed.R.Civ.P. 12(b)(6). The United States District Court for the Western District of Texas granted the motion and dismissed Joleewu's complaint. We reverse...
