Prior to filing his bankruptcy petition, the debtor, Wallace Tripplett, had been assessed by the IRS with a penalty for nonpayment of withholding taxes; during the bankruptcy proceedings, the IRS filed a claim against the Tripplett estate, based on this penalty.
