Esly B. Williams was dismissed in 1988 from his position as City Attorney for the City of River Rouge because of political and personal incompatibility with newly-elected Mayor Daniel Cooney. He now seeks relief under 42 U.S.C. § 1983 and pendent state contract claims. We affirm the district court in holding that Williams's dismissal did not violate the first amendment but we reverse its grant of summary judgment to defendants on the contract...
