OPINION
MURRAY M. SCHWARTZ, Senior District Judge.
On July 17, 1985 plaintiff Richard Willis slipped and fell on a stairwell while working on a fixed oil drilling platform owned by defendant Cabinda Gulf Oil Company (hereinafter "Cabgoc"). The platform was located off the coast of Angola, Africa. Willis brought suit in this court seeking damages from Cabgoc for injuries he sustained from the July 17, 1985 fall.
