On June 28, 1988 the United States filed a civil complaint against the International Brotherhood of Teamsters, Chauffeurs, Warehousemen, and Helpers of America, AFL-CIO (the IBT), the General Executive Board of the IBT (the GEB), individual members of the GEB including appellant Daniel Ligurotis, and various individuals alleged to engage in organized crime. The complaint charged the defendants with violations of the RICO Act...
