Jeffrey Panozzo was fired from his job as a police officer for the Village of East Hazel Crest, Illinois ("the Village") on July 3, 1985. He subsequently instituted this action in federal district court under 42 U.S.C. § 1983 against the Village Chief of Police, S.A. Rhoads, four of the Village Trustees, and the Village itself.
