The issue in this appeal is whether the 19th Judicial District Court (domiciled in East Baton Rouge Parish) has subject matter jurisdiction to determine the scope of the Commissioner of Conservation's jurisdiction to enter an Order, where both parties to the litigation seek confirmation of the Commissioner's authority to enter the Order. We hold that the request for judicial review does not present a justiciable controversy, and affirm the trial court...
