Donald R. Jenkins, a former deputy sheriff in Rockingham County, Virginia, brought this action against the sheriff and county administrator after he was dismissed from the sheriff's department. Jenkins alleged that he was deprived of a property interest in continued employment without due process of law. The district court ruled that Jenkins did not have a protectible property interest in continued employment and granted the defendants' motion...
