Petitioner Henry Anderson, a state prisioner in Louisiana, pro se, appeals the denial of his petition for a writ of habeas corpus filed under 28 U.S.C. § 2254 and the imposition of Fed.R.Civ.P. 11 sanctions in the amount of $75.00. We conclude that Rule 11 is applicable to habeas claims but its sanctions may be applied only in exceptional circumstances not met here. We affirm the dismissal of the petition, but reverse the...
