On July 31, 1989, Kirk Williams Company, plaintiff herein, initiated suit against the state of Ohio for the alleged breach of a construction contract by several of the state's administrative agencies. One of these defendants, the Ohio Building Authority ("OBA"), filed a motion to dismiss on September 27, 1989, by which it asserted that this court is without jurisdiction to determine the matter as between plaintiff and OBA.
