OPINION AND ORDER OF THREE-COMMISSIONER PANEL.

This cause came on to be heard before this panel of three commissioners upon the objection and notice of appeal filed by the Attorney General to the May 6, 1988 decision of the single commissioner. The applicant, Theodore Handshoe (the father of Mark Handshoe), counsel for the applicant, and the Attorney General attended the hearing and presented witnesses, exhibits and oral argument for the panel's consideration.
