By opinion and order journalized on September 28, 1988, the single commissioner made the necessary jurisdictional findings of fact and conclusions of law that the applicant, Lisa A. Krohn, injured in a collision with a motor vehicle, was not a "victim of criminally injurious conduct," as defined in R.C. 2743.51(C), and did not qualify as a "claimant," as defined in R.C. 2743.51(A).
