Defendant Curtis Lowell Grover is the principal of an elementary school. The State charged him with two counts of the misdemeanor offense of failing to report child abuse, Minn.Stat. § 626.556, subd. 6 (1986). The district court granted the defendant's pre-trial motion to dismiss the prosecution on the ground that the statute is unconstitutionally vague and overbroad.
