On July 21, 1987, plaintiff, Lilly Barker, filed this action against the defendant, the Ohio Department of Rehabilitation and Correction, alleging that it was negligent in failing to maintain the premises at its Pickaway Correctional Institution ("PCI") in a safe condition.
