On January 12, 1988, defendant, Joseph Bernard Muldoon, was stopped for speeding by Corporal John K. McWilliams in Lower Providence Township, Montgomery County. Using the "VASCAR-Plus" speed timing device, Corporal McWilliams timed defendant traveling 71 miles per hour in a 55 mile-per-hour zone. Corporal McWilliams cited defendant for a violation of 75 Pa.C.S. §3362(a)...
