Lewis H. Branch, a prisoner at the Iowa State Penitentiary, appeals from a final order entered in the District Court for the Southern District of Iowa dismissing his civil rights complaint. Branch v. Martin, No. CIVIL 87-29-A (S.D.Iowa Mar. 24, 1989).
