On August 2, 1987, a federal grand jury was empanelled to conduct an investigation into narcotics activity in the Southern District of Illinois. The grand jury subpoenaed Harold Jones pursuant to a Writ of Habeas Corpus Ad Testificandum, to answer questions about this narcotics activity.
