This dispute between a federal and a state agency concerns Colorado's expenditure of federal monies under the Comprehensive Employment and Training Act of 1973 ("CETA"), as amended, 29 U.S.C. § 801, et seq. (repealed 1982). The Colorado Department of Labor and Employment ("Colorado") was the "prime sponsor" of the state's CETA programs and received CETA funds for a variety of state initiated job training and public employment...
