This consolidated litigation involves four cases in which the State of Louisiana, through the Department of Transportation and Development (the "State"), expropriated parcels from tracts of land and one in which the State obtained a parcel of a fifth tract by voluntary sale. The cases were referred to a commissioner pursuant to LSA-R.S. 13:1171. After trial of the matter, the commissioner made his recommendation to the trial court who followed it completely...
