Selman's original complaint asserts that all of the defendants: 1) violated the Racketeer Influenced and Corrupt Organizations Act (RICO), 18 U.S.C. §§ 1961-1968, and 2) committed civil conspiracy under Virginia Code § 18.2-499, -500.
