CARSON, Justice.

This original proceeding concerns a challenge to a ballot title for a proposed initiative measure.1

The Attorney General certified the following ballot title to the Secretary of State:

"PROHIBITS TROJAN OPERATION UNTIL NUCLEAR WASTE, COST, EARTHQUAKE STANDARDS MET "Question: Shall nuclear power plant (Trojan) be allowed to operate only if state regulatory agency finds that certain conditions...
