We granted review in this case to consider whether Government Code section 66484.3 (all further statutory references are to this code unless otherwise stated), which permits city councils in Orange County to impose development fees to fund construction of major thoroughfares, renders invalid a proposed initiative measure which would prohibit Irvine's city council from imposing a new fee or tax to finance construction...
